Contrast Color Rendering Issues?

Hey Guys, having a render issue where my contrast colors are being brightened up? In this case, I'm trying to render this 6 sec test video with max Contrast and the preview screen is perfect, trying to get it to render looking the exact same with quality video. I've already tried added a fx output as "computer to studio rgb" and "studio to computer rgb" but the results are the same. I have tried rendering other clips with no contrast and they render just fine. I did notice if I rendered via .wmv that the colors would be projected perfectly, however I'd rather not lose the quality from a .mp4

Using VegasPro 14

Intel Core i7-7700K 4.2 Ghz

EVGA Geforce Gtx 1060 Super clocked 6gb gddr5

16 GB RAM

Windows 10 EDU

If your Levels Effect were applied properly at the output level, the "results are not the same."

WMV is an RGB codec, not YUV, so it doesn't need a Levels filter at the output. Don't sweat the small stuff.
