convert AC-3 in AVCHD to WAV without time length issue?

For testing this with Vegas own possibilities no problem.
In my screenshot it had a MTS file from my Panasonic camera( dolby AC-3) plus a GOPro 7 HEVC file( ac-3)and my smartphone( also AC-3) on the timeline and rendered the audio to a Windows wav file and placed that one beneath the first audiotrack.
Not seen any problem

So I can't use it to render the audio from the MTS. So to be able to get work done, I need to use another tool to convert the AC-3 in the MTS to WAV, so that I can swap the original AC-3 audio out for the WAV. If the duration isn't exact, then I have an extra step involved to sync them up.

I showed you the problem is not Vegas , but your use of it. For a normal default install of Vegas Pro 17 with me nothing is wrong , so you have to seek your problem on your hardware, used drivers, projectsettings or something else, I think.

The only possible thing I can think of and I'm not sure why it would affect Vegas and not other programs like VLC, is the sound card. It's an older sound card that doesn't have Windows 10 drivers, but someone developed some workaround thing to make it work in Win 10. So it's possible an updated sound card supported by Win10 could correct the problem, but I am not certain at this point.

It is not possible to compare an edit program as Vegas to a simpel player, it is total other stuff with other drivers.

Nowadays with newer Windows versions than XP or 7 and newer hardware there is no need for using a sound card. Windows ((and also the programs) can find the speakers and possibilities on its own. Vegas find for most users these audiodevices as shown in Options/Preferences/ Audio Device

I can't repro your initial problem (clipping with AC3 stereo of AVCHD files). Did you try a simple FFmpeg re-wrap of the AVCHD files without any re-encoding?

No need for a sound card? How can that be, where do you plug in the speakers if there is no sound card?

I don't understand what this means.

I've purchased a new Sound Blaster USB interface "sound card" which should arrive early next week. I think it will solve the problem simply because I've tried everything else. Will update my threads when I have new information. Thanks.

In all modern hardware desktops and laptops no special soundcard is needed because all is integrated in and on the motherboard.

Laptop has his own direct speaker(s) and on desktop you plug the speakers in on the plugs-ins of the motherboard.

Converting AC3 to WAV will not make it any better.

AVCHD is not a good delivery format for a number of reasons.

The mainstream audio delivery format for AVC/MP4 is AAC.
