"Create Video Proxy" Does Nothing in Vegas Pro 14

When I right click a video clip and click "Create Video Proxy," it creates a .sfvp0 file, but never puts any data in it (it's 0kb). No status bar appears in the bottom left, and the media in the timeline goes offline, presumably because it's now using the non-existent proxy file. Any idea what could be causing this? I am using Sony Vegas Pro 14 Build 270 on Windows 8.1, and my CPU is Intel i7-4790k and my GPU is NVidia GTX 970 4GB

What is the media you are trying to proxy?

An OBS fragmented mp4 recording, but I did some testing and any other video i put in there seems to have this problem. Just, any video file at all that will go in Vegas, does what I described.

Yeah, I know, I got it back when I was naive enough to think that enough people not getting Windows 10 would lead to Microsoft changing the eula to not destroy people's privacy, and now I'm too scared to upgrade because I don't want to ruin anything on my computer, at least not until all my big current projects are done. I might even wait and upgrade to 11 when it comes out.

I just tried to use it and it works, but is barely any better quality but way laggier in Vegas, and also still has the same issue with not being able to be proxied.

Basically i have this line of code in "Custom muxer settings" to make it so i record mp4 but it won't all be lost if i don't manually stop the recording

movflags=frag_keyframe+empty_moov

So i got rid of that line so it's blank and a regular mp4, but i still have the same problem.

I tried every other video format, and flv and mov were the only ones that imported into Vegas, and both of them also had the same problem.

So basically what you're saying is you have no idea what the problem is but there's a 99% chance that upgrading to Windows 10 will solve it?

If so then all right okay universe fine I'll ditch Windows 8 this has been a long time coming, even if this doesn't fix it it'll fix 500 other problems i have.
