Is your camera connected by 1394 FireWire?

Are Windows legacy 1394 drivers installed?

Is Device Control turned off?

Yes, 1394 Firewire and it does see my device...

not sure about windows legacy 1394 drivers...it shows as see picture

It wouldn't hurt to download the Windows legacy drivers and see if they work better.

I updated windows, and still says "The Device 'Microsoft DV Camera and VCR' could not be opened.

Make sure that it is turned on and not being used by another application or user. (Which it is not as far as I know)
