... can be fairly easily reduced/eliminated by plugins such as iZotope Elements or the more advanced iZotope RX Standard or Advanced, or in Steinberg's SpectraLayers (from which the above image is taken). However, if the wind noise is like this:

... removing the wind noise will leave silent audio or just the higher frequencies of the wind because all there is in the above example is wind noise.
