I keep getting d3d9.dll crash error at start

It crashes at the very start. I also tried running as administrator.

I already uninstalled and reinstalled Movie Studio 15 and reinstalled DX3D via this guide.

Your DirectX installation is broken. Reinstall DirectX 9, or try just the .dll from Microsoft. Sometimes these get replaced by other program installers.
