Looking for best render settings for me

I have tried to render in UHD 3840-2160 and am stuck using HD 1920-1080 because I get strange "ghosting". I've never really found a sample setup for UHD to follow, only using guesswork. So I'm reaching out to try and find a sample set up that I can use. Here are my system basics:

My Laptop Info that I have SONY Vegas Pro 17 build 387 on:

Latest Windows 10 HOme Version 1903, OS build 18362.418

Asus laptop. 
Intel (R) Core i7-8750H CPU @ 2.20 GHz  2.21 GhZ
  32 GP (31.9 GB usable) RAM
Graphics: NVIDIA GeForce GTX 1050

My camera is a SONY A6400. I shoot in XAVC S 4K, 24p (actually 23.976FPS).

I would like to help you because my laptop is nearly the same (only CPU a little weaker), but I don't have that program SONY Vegas Pro17, where did you got it?

Accord the project framerate to the video source framerate and, from project settings set Resample mode to Disable resample.

Please post your MediaInfo and file properties from MAGIX Vegas Pro 17 for both your source and a render that shows the problem.

I did that during a previous attempt to fix the issue. I think I will try john_dennis' suggestion next... thanks for that though!

That worked! Although it took an hour to render a 12 minute video it had none of the "ghosting" that i have been experiencing so far. Thank you!!!!

You can also try install & use Voukoder encoder (use search to find topic where it is discussed).

Quality will be better, but speed most probably would be about the same.

Voukoder encoder. +1. Plenty of options in the advanced parameters (most of which are beyond this dumb audio person's comprehension). About the same speed as the native encoders in my experimentation.
