I want video two to be on that screen from video two, however video 1 is not still, its moving ,
Is there a way to combine two videos such that both of them are moving however video 2 is moving based on video 1?

If I understand correctly you have one video (your Video1) containing a "frame" in which you want another video (Video2) to appear.
This requires Video2 to move relative to objects/points in Video1 - you really want motion tracking for this. Unfortunately Vegas Pro does not include motion tracking.
You can achieve this by using Keyframes and moving Video2 manually (indeed this is effectively what motion tracking does automatically), but t can be rather tedious - especially if the movement isn't smooth in all directions.
you will probably want to reference each moving video track to the static x-y axis, not to each other. might be easier to wrap your brain around that way.;
You should be able to use Hitflim to handling the tracking.
