My Preview video has 2 unwanted black bars (left and top)

I'm using Sony Vegas 15 and this problem is making me lose my mind. I have tried everything, changed the aspect ratio, ticked the option to scale the video to fit the screen, checked the pan and crop option and no matter what, those two bars won't disappear in any preview settings but "Draft". When I render the video with preview settings as Draft, it's fixed but the quality is really bad. I would really appreciate a fix to this.
Thanks in advance.

If I understand you correctly, the rendered file matches what you see in preview in every instance and the only time you lose the bars in the preview window AND in the rendered file is when you're in draft mode for both preview AND render. Is that all correct?

Note to self (everyone else please look away -- the note that follows is a reminder for mine eyes only): Figure out a clever, kick-booty signature that suggests I'm completely aware of how to properly and exhaustively party on and that I, in fact, engage in said act on a frequent and spontaneous basis. All joking aside, listing my computer's properties is a futile endeavor. I edit multimedia in a local television station newsroom that has Vegas Pro installed on several machines with widely varied specs. We began editing non-linearly with Pinnacle Studio Version 8. That didn't last long before we upgraded to Vegas Video Version 4, then to Vegas Pro 10.

Yes, that's precise.

1920x1080 at 1.333 PAR is not a video format.

HD is 1920x1080, 1.0 PAR

HDV is 1440x1080, 1.333 PAR

It cannot be both

To Match Media Properties in your Project, click the icon too right, and choose your source file. Then leave it as it tells you.

If there is still an issue, start in a spanking fresh project and trust the system.

I tried 1.0 PAR and it didn't help, guess I'm going to start all over again. Thank you though :D
