New install of V16 ntdll crashes on starting

I had V16 working on my Win10 laptop before someone spilled coffee on it killing it. I have to revisit a V16 project so I installed Build 424 on my Win7 64bit desktop. When I start it, I get this crash on the Updating plug-in cache splash screen

I've tried the Ctrl+Shift keys when starting to clear anything cached but still no go. My nVidia driver is up to date. I've also tried renaming the OFX folder to OFX.OLD as suggested in another post but still no go. None of the other suggestions I have tried in other posts have not worked. Any other suggestions is appreciated.

I have a bunch of old NewBlue effects installed. Could this be the issue?

I have V13 64bit working just fine. As a favor, here is a link to the veg file. Can someone open it as re-save it as an EDL file so I can open in V13? Thanks.

Be sure to install the .NET runtime version that packs with Vegas upon new installation. It does not come with Win7. It is ok to have several versions of ,NET installed, so do not touch the others.
