Even though you have 8 cores, the clock speed at 2.13 GHz is slower that the 4GHz processors that are common these days. Memory bandwidth may also be a limitation. I can't say much about the Quadro 4000.

It's probably time to start looking for a newer system to process your new source files now that it's 2015.

My modest quad is 1.9GhZ, and it previews XAVC-L perfectly. It's not exactly a demanding format.

Is your project set at 8 bit or 32 bit? Show us your properties. Are there ANY fx on the timeline?

You report that your source media is twice the frame rate that you have set in the Project Properties...

... and you have Smart Resample enabled.

Set Resample to None and see if that improves your preview performance.

Also, if all your source is progressive, it's not necessary to set a Deinterlace Method.

Here's what happens to my preview when I duplicate your settings.

Here's an example of my preview when I match the frame rate with Resample Disabled.
