I don't understand what's happening i have been using sony vegas 13 for awhile and this has never happened,

I have disabled Accelerated GPU, i have disabled re-sampling, I have tried rendering in lower resolutions, i have tried increasing the VBR, Nothing has worked for me, Anyone got a fix?
