Try rendering progressive rather than interlaced.

The error message you get is because you changed the PAR of HEVC, which is not allowed for Magix HEVC.

Use this HEVC template for your 16:9 SD render.

Better quality option is to render your 16:9 SD project with the same codec as the source files (probably DV-AVI) and use that render for Handbrake. Will give better quality at extreme small file size.
