The things that affect rendering time include, but are not limited to:
System specs, source properties, timeline effects and generated media, render properties, background operations, and the position of Jupiter relative to Orion.
1) What are the pixel dimensions and frame rate of your source video on the timeline?
Do you have video with more than one pixel dimension and/or frame rate on your timeline?
2) What effects or color correction are you applying to your video?
3) What render template are you using to render?
4) What is the exact model number of your CPU?
5) What is the exact model number of your video card?
Is your GPU enabled for preview?
Are you attempting to render with the GPU?
"Is this normal?"
Yes, for some projects.
"...what's the normal amount of time..."
Historically, I've been somewhat serene when one minute of media rendered in one minute. I've always aspired to have the render be instantaneous, but video has become more difficult to render as pixel dimensions increase and codecs became more complex. Therefore, my budget and the state of available processor technology have conspired to always keep me behind the curve.
"...how do I fix it?"
Click on my picture and see the hardware that I use for an example of a decent middlin' system.
What we're missing is any data about any aspect of the process from the original poster. This forum has people willing to contribute their time and experience to help others with their problems, but lately we're getting a lot of folks who show up with a question that can't be answered without data, only to disappear.
Techno-philosophical question of the day: How can you plot a normal distribution with zero data points?
"Is this normal?"
Yes, for some projects."
I was being provocative. Apparently, I was successful.
We take lots of care here not to generalize and project our personal experiences to others' systems, settings, and timelines.
Lacking any of the required information, I am at a loss to determine the basis for your judgment.
With my dual core laptop, for instance, render times in the range the OP reports are ENTIRELY NORMAL with something as simple as an unsharp mask or pan/zoom on the timeline!

John Dennis, per my earlier PM, the mentality prevails: "Don't make me think, just give me the answer, or I'll blow you off." Ah, the entitlements of youth. Zombies, indeed...
