Stuck on "Initializing DirectX", /NODXGROVEL Does Not Help

As the title says. I had this problem with Platinum 14, now after purchasing Platinum 15, I have the same issue.
It's not an upgrade, it's a fresh install on a fresh system.

/NODXGROVEL removes the "Initializing DirectX" but the Movie Studio boot still hangs further down the line.
Reinstalling does not help.

Suggestions?

System:
Windows 10 Pro Creators Update, GTX 1070, i7-6700K

Please post the initial boot up screen when it locks, and also when it locks "down the line."

There may be a DirectX plugin on your system that is noncompliant or at least incompatible with Vegas.

Freeware and some games are notorious for this because they lack WDM certification.Tracking it down may take some time; you may need to rename them one at a time until you've isolated the culprit.

Also, do you have Protools on your machine?

I see this thread is old, but I spent a lot of time trying to resolve this answer so I thought I'd share what worked for me here too: I had the same problem but reinstalling DirectX did not resolve it. Turns out Movie Studio doesn't like USB-connected monitors. I had a 3rd monitor attached via USB. The second I disconnected it, Movie Studio started right up!
