Make a Blu-ray image in DVD Architect. DVD-Video and Blu-ray architectures allow for multiple audio tracks. Extract the 0000.m2ts file from the stream folder of the Blu-ray image and play.

You can also have multiple audio tracks in mp4 format, but Vegas isn't your choice there.

A little tool called AVIDemux will add prepared audio tracks.
