VMS 16 - GPU Acceleration only using up 20% GPU power

Currently using a GTX 970 with VMS 16 Platinum. i choose AVC as the rendering format, make sure NV encoder is chosen. I can even see the GPU usage hit up 19/20% which is nice so it doesn't cause my cpu to overheat. It typically sits at around 12/13%. The cpu before this would hit 100%, now sitting around 70/75%.
Also confirmed the item is checked off in preferences to use the 970.

I didn't use any filters. I took video that i recorded from Nvidia shadowplay and put them together and lowered the overall bitrate. Resolution stayed the same. For reference

 

Is there something i'm doing wrong, or does GPU acceleration not use up 100% of the gpu?

Is there a difference between HEVC and AVC, would HEVC take more advantage of the GPU?

 

-update.. I googled the difference, but the question still applies. Would HEVC take more advantage of the GPU?

20% GPU sounds like a good average figure for a modest graphics card.
