Dont reencode at same bitrate as source as it is ridiculously low. The pixilation and artifacts introduced by such low bitrate requires higher bitrate to replicate quality. As it appears you're communicating from 20 years ago and can't use bitrates expected for 480p. 1500kbit was mentioned I would still want to use 768kbit, 500 if you're actually from the 80's

When attempting to edit #5 & #6, Vegas puts then to preset numbers and will not allow me to input those numbers.

Than I think you have not the lastest available build of VPro 16

I just checked the version and checked for updates. Build 424, currently no updates available.

In that build it is possible to change all the variables for that Magix Codec

Thanks for this. It did reduce the file size greatly, but made the entire video so pixelated it is unusable. Any other suggestions? I'm rendering in just about every setting to reduce size but still retain quality. I might just have to use Handbrake.....

So you plan to use handbrake.

Your input file is .MP4,  Handbrake will be .MP4 out.   Maybe the intermediate/output file from Vegas should say  a hq .avi.   I would not expect MP4->Mp4->MP4 to be good news.

Hope you do. It won't let you upscale, mercifully saving you from yourself..
