All seems correct, so if your "pretty beefy PC"( from which we know nothing) cannot be the case, it becomes difficult to know the reason of your problem.
What is happening if you put your rendered file on the timeline of an empty project? Special the places where your player cannot play well.
Can you give the specs of your PC and screenshots of Options/Preferences/Video and File I/O?

Also I put the finished video into a new project and it still freezes at the same points.

Try rendering 30fps (29.97). Also, your project is set for 32 bit float levels. This creates unnecessarily long renders, as both your source and output are 8 bit 4:2:0.

I bet the spots it stutters on have lots of fast or complex motion?

Do you have that one allowed to show up?
Which drivers are used for the NVidia GPU (and Intell GPU)?
Which exact rendertemplate from the different possibilties have you used to render?

 

I will try rendering it on that format, and I've set the pixel format to 8-bit (full range) now, but it still freezes. Once it's done rendering I will update on what's happened and probably upload that information as well.

But also it doesn't really stutter on areas that have fast/complex motions as the whole video is an fps game (apex legends).

I'm not quite sure what you mean by "Your Intel GPU 930 as part of the Intel CPU shows nowhere." How would I allow it to show? I just updated my drivers before rendering the 30 fps video, and even that video is stuttering still.

Your splendid processor has also a Graphic Processor ( the Intel 630) that can help very much for decoding and rendering( encoding). Probably it is not yet allowed to show up and do its work in your BIOS. There you can allow it to show up. After that you have to install the newest driver for it (nr. 30.0.101.1994).
Then you get also a new and fast rendertemplate (Magix AVC QSV)
The driver you showed for the Nvidia is not the best.That is not the newest Game driver but the Nvidia Studio DHC 516.59.
Now you have choosen for rendering the older Mainconcept AVC codec, in my experience the Nvenc and QSV options are better and faster.

I honestly don't know how to get the Graphics Processor to show in the BIOS or how to work that. My roommate tried doing it but he wasn't sure if he got it right. It made me update windows afterwards to 20.0.101.1207, which isn't the one you said, and I also still do not see the QSV in rendering anywhere either so I probably got it wrong.

Edit: I managed to change the internal graphics setting in the BIOS to enabled, but I am confused now on what to do.

Whoa that's where we need to start. Exactly how are you doing your game capture? What utility, what settings, and provide a captured sample to Drive or Dropbox (not Youtube).

For this video specifically I had to record the clients gameplay from his streams VOD, so it's the first time I've done that. Normally I record the gameplay through Streamlabs OBS. What settings and everything would you need me to send? Sorry that I don't directly know what all's needed for a diagnostic, I'm new to this.

So in a roundabout way, you say you are capturing a gameplay network stream with OBS? If you don't know how to make screenshots of ALL of your interface and capture settings, upload an actual sample of your capture to Drive or Dropbox as mentioned, please.

Does this mean that there's just an issue overall with the footage and not the editing software? Like nothing can really be done to prevent the stutters?

@Alleli Ok, Twitch must do something when they create the clips, it's still the original resolution and bitrate, but the fame rate becomes variable. But when you download the actual vods, you do not see this variable frame rate. You should be encoding at 60fps though, not 59.94. Youtube encodes in both frame rates so no problem there.

Are you certain these pauses aren't in the original source video? Do you see it on the timeline?

EDIT: Actually those bitrates are not from a vod. You mentioned you are using a vod, but the bitrates are too high for streaming. It is expected to be 5mbit - 8mbit for Twitch. So now you're talking about using your own OBS to screen record a stream like @Musicvid said?

@Alleli Now you have activated QSV on the MB you may need to connect MB/GPU out to a screen in order for that GPU?QSV to function. Likewise the latest Intel driver may not be the best. On my machine one slightly later than that provided on MB driver disc performs well. Latest recommended by VP19 shows poor utilisation via TaskManager.

To be fair I have not checked for Intel updates once I discovered that the 'old' (supplied on MB disc) was better than advised update. Maybe 12 months + ago. These days I occasionally update nVidia having first made sure I have copy of 'old' driver available. At least the OP will not be caught out by updating.
