This is what shows for my MAGIX AVC/AAC MP4, nothing new.

But now for my MAGIX HEVC/AAC MP4, it has the new render template.

Strange, my screenshot shows that my installed build 527 has it.
I remember that in a former build I saw the same as you now.
Are you sure that build 527is installed?
How does it render with the Nvidia help(NVENC)?

I just downloaded the online version of the update and it isn't appearing as my systems version? I'm totally clueless to this stuff sorry. I'm going to try downloading the other update you told me to.

Your Vegas program (18) does not show the right Nvidia driver on your system in the Help and if you installed the one from the download it should be right. Don't look further in that Help file.

So in a roundabout way, you say you are capturing a gameplay network stream with OBS? If you don't know how to make screenshots of ALL of your interface and capture settings, upload an actual sample of your capture to Drive or Dropbox as mentioned, please.

For future reference, these are the kind of details we like to see in your first post describing your issue, thanks for noting. Not all source video is created equal.

One last time -- without all of your recording parameters and an actual example of your captured footage uploaded to Drive or Dropbox, any and all speculation about drivers, versions, codecs, render settings, and conversions is 100% useless and a waste of time. But you seem determined to follow the breeze, so carry on...

I'm making a dropbox right now hopefully with all of the information you need, this will probably be a while because the file sizes are large, sorry in advance for all this trouble

I'm terribly sorry to have wasted everyone's time, but I think the issue is definitely with the recorded video itself. I went back and looked at the video I recorded, and sure enough it froze and lagged in the video. A massive oversight on my part, and I truly am sorry. Thank you all for the attempted help, but I really should have been more attentive.
