We can only help you if you publish here the MediaInfo of that mp4. Than we can maybe give answer to your question how to open it with your MS 16 ( which version and buildnr. ?????) or that you have to convert it first.

Your video is variable frame rate. Easiest way for you is convert to fixed frame rate in Handbrake.
