Hi! Whenever I try to move my image in the pan/crop window it always crops the image.
How can I solve this?

Learn how Pan/Crop works. Pan/Crop doesn't move the image. It moves a box that is a viewport to the Preview.
Use Track Motion to move the image around...
... that being said, if you change the crop box to match your preview aspect ratio and resize it, you will likely get the effect you're trying to achieve.
