You're sure that your clips are 4:3, because 1440x1080 resolution was used 15 years ago for HDV with a pixel aspect ratio of 1,333 which resulted in a 16:9 video aspect ratio?

@William-Brandoni

You decide if this thread applies to your situation:

Chances are it's not 4:3 DAR.

For individual support the file properties are required.

Standard Resolution Picture aspect ratio

1080pHD widescreen 1920×1080 16:9

1080p 4:3 1440×1080 4:3 / 8:6

Ultrawide HD 2560x1080 21:9

FullHD+ 2160×1080 2:1 / 18:9

1728×1080 16:10 / 8:5

The above table is from Wikipedia. What I am trying to do is scan old 8mm film (the scanner puts out 4x3 at 1440x1080). The scanner output displays as a 4x3 image using a Windows video player. Yet when I import the media into Vegas, it acts like 16x9 and is stretched. I want to edit the video and re-export as 1080p 4x3 video.

Just change the aspect ratio of the project settings from 1,333 to 1,0:
