Render your video with transitions in a 640x480 project, then import that into your bigger-screened project. Nesting will probably also work, but you'll have to try.

I decided on something to do that might work, but now I don't know how to render a 640x480 video, and I can't see any rendering option for it in the "Render As" window! How do I render a 640x480 video in Vegas Pro?

In Render As dialog go to Customize Template and in Frame Size Choose 640x480.

You don't have to render to 640 x 480. Nesting allows you to avoid that step.
