I share your sentiments. I posted a question to which I thought I may get one or two quick and dirty responses - but this really blossomed into an unexpected science experiment.

I redid the VCE BruceUSA clip with a slightly higher data rate than was previously using VCE ver 3.1 laptop.

It moves it better relative to Nvenc etc, but there all very close really.  So a small change in data rate moves the pecking order somewhat.

Opened one project (1080-50p), rendered with MAGIX AVC/AAC | Internet HD 1080p 50fps (AMD VCE), change average bitrate to 28 000 000, max bitrate to 50 000 000, everything else is default (AMD VCE, Default, VBR peak constrained) -- got 30.5 Mb/s video stream bitrate based on MediaInfo.

Opened another project (1080-60p), rendered with MAGIX AVC/AAC | Internet HD 1080p 50fps (AMD VCE), changed frame rate to 59.94, everything else is default (average bitrate 20 000 000, max 40 000 000, AMD VCE, Default, VBR peak constrained) -- got 20.6 Mb/s video stream bitrate based on MediaInfo.

So I do not have the issue (anyway I'm not using GPU accelerated encoding).

VP15 build 416, Windows 10 64-bit 1809, MSI RX 470, Radeon 19.1.1.
