Sony Vegas Movie Studio HD Platinum 10 refuses to install

After a mildly recent (6ish months ago) solid state hard drive failure, I was forced to reinstall my desktop hardware. Then and now, Sony Vegas Movie Studio HD Platinum 10 flat out refuses to install, instead giving me a error 1603 every single time I try to install, as it has for the past 6 months. I at this moment again have a very pressing need for decent video editing software, and would really like it to install. I have linked to a download of the installation text file as well as my sistem specs, because for some reason the file types that would be of any assistance at all in dealing with stuff like this is for some reason disallowed (brilliant, I know). Any help would be greatly appreciated.

I was 90% sure I had correctly changed my folder permissions, but it appears I did it incorrectly. I fixed the permissions and vegas installed properly now, thanks a lot!
