Intel HEVC fails to start, "The reason for the error could not be dete

I have Vegas Pro 14.0 (build 270) 64-bit, running on Windows 10.

I tried to render a video with the Intel HEVC template, but got the rather puzzling error right at the start of the render:

This exact template has worked in the past, it stopped working just recently.

I have tried to start VEGAS with both the integrated Intel graphics card, and with my NVIDIA GT 755M, and they both give the same error. I also tried to "factory reset" VEGAS by holding Ctrl+Shift when starting it, and I also got the same error.

I can render with other templates, but the Intel template gave the best results, including some nice automatic audio normalization that I couldn't replicate in other templates.

How can I troubleshoot this specific template?

Just in case, could you get rid of the hyphen and try again?

Here's an example of the file properties. I have about a dozen other videos, and MP3 songs.

And the render template is one of the default ones.

A variable frame rate is often the cause of Vegas Pro not being able to handle media files well.
Try transcode the file with e.g.: Handbrake to a constant frame rate.

I'm getting the exact same result trying to use the Intel HEVC encoder presets on my Dell xps-15 laptop. Vegas v18 482 update w/latest Intel 9316 driver. Same result no matter what clip formats I put on the timeline. The Magix HEVC (Nvenc & Intel Qsv) presets work great, however. They seem to have the same bit-rate options as the Intel HEVC presets... can even select 10-bit encoding and NV Enc has lossless encoding... but no option for alpha channel.
