The laptop stopped working, won´t start

If your computer has failed, then you will need to get it repaired (or maybe replaced) before you can access programs on it such as Vegas Pro 13. If the computer is still under warranty, contact the manufacturer's technical support team to get assistance in either getting it to start or to get it repaired.

You can always deactivate and re-download the program on your fixed or new computer. Just login to the Magix Service Center: https://www.vegascreativesoftware.com
