Fit to disk not working

I have never needed to burn a dvd with more than 1 hour length. I now need to archive some clips totaling one hour forty five mins. I understand DVDA will resize to fit but cannot get it to work, just a message it is too big. Changing the bitrate does nothing and rendering in Vegas to a lower quality still gives the same 4.9 gig mpg file. Incidentally DVDA sees this file as 5.4 Gig. Where am I going wrong?

c. If you want to automatically adjust the project video bit rate, click the Fit to Disc button to fit a project that is greater than the Target media size setting on the Disc Properties tab.

Only video that requires recompression will be adjusted. When your project cannot be made to fit on a disc, you can change the video settings so all titles and menus will be recompressed, or you can remove video from your project.

So maybe Optimize Disc > Video > Recompress Yes/No ?
