You will need to transcode HEVC (H.265) to MP.4 (H.264) in a free transcoder such as Shutter Encoder or Handbrake and use the transcoded H.264 media in Vegas Pro 14.

VP14はHEVCメディアが流行した時代の前のソフトです。Dexconが言う通り、他のソフトでAVC/ｈ２６４に変換する必要があります。
最新のVEGAS Pro 22に変換なしで読み込むことができます。ソースネクストで無料トライアルはあると思います。
