I have Movie Studio 16 and do not see where to enable GPU Acceleration. I believe it is under that tab I have open in my screen shot. Any help would be great.
A.f.a.i.k. that is not possible in the plain Movie Studio version from which you show a screenshot of the Preferences/Video tab.
You need the Platinum version to get that option (and more).
I thought in the product comparison it said both support hardware acceleration or did I misread that? Is there a way to upgrade or do I have to purchase the entire new version separately.

Indeed, but the program choose it, but in the plain version you cannot change it or alter settings that are possible in the Platinum version

I don't know, I always test the trials and than buy something or upgrade from a former version. But I know that Magix support sometimes can give you a special price. Contact them trough your Magix account
The VMS 16 product pages indeed state that "Work smoothly with GPU and hardware acceleration".
It does indeed, I tested this with a 4k GoPro 7 50p sourcefile rendering it with Magix AVC FHD 50p with NVENC template to an mp4 in a FHD 50p project. Starting with no rendering and then let it render where you see the interaction with my Nvidia GPU, not much because most rendering in Vegas goes with the processor as you can see. The use of the Intell processor is of the OBS encoder to make this video:
