A friend of mine was interested to buy a license, which I told him about the SmartScription. I assumed it was temporally replaced with the 2x1 license deal, but since it hasn't returned... was it discontinued or will return in the future?

I can confirm that the SmartScription option has been discontinued. We stopped offering it at the beginning of May. We do not have any intention of bringing it back.

I received an email telling me the SmartScription will be ending but that I would be given Vegas 23. Furthermore, for clarity, I purchased the SmartScription of Vegas Suite. Yet despite that, I've been getting a notification every time i open Acid Pro 11, Sound Forge 18 and Vegas Pro 23, that when my contract comes to an end, these 3 pieces of software will no longer work. I've submitted tickets to support but have no heard back.
The entire reason for the SmartScription being that I would be able to keep the latest version the softwares offered in the suite after the contract was done. With the date approaching and me using all these items for work, I'm a bit concerned with what is going to happen.
I think the automated system doesn't know what to do with Smartscriptions but support should honor the deal, potentially with a perpetual serial number.
