Is the 250 purchase fee a one time purchase?

Hello, i would like to know if the 250 dolares purcharse for the Vegas Edit is a 1 time purchase or do i need to purchase it and also subscribe? Thank you!

If you choose a payment plan "New purchase" $249, it is a one-time purchase. See also this thread.
