Yes to your questions. You can burn a DVD (without menus) from the MS Platinum timeline. In addition, the Platinum version includes VEGAS DVD Architect so you can "create professional DVD and Blu-ray Discs with your finished projects using comprehensive authoring functions."

Btw, interesting to note from the link that Vegas Creative Software now has a storefront on Amazon.

If I'm not mistaken Magix will release version 16 in a few months, and version 15 I think is a better deal than version 14. I understand you are under a budget, but does this price for version 15 platinum fit within your budget?

Interesting, @EricLNZ when I follow the link at the bottom, v15 Platinum comes up $59.99 USD, when I follow the link I provided it comes up $49.99 USD!! It appears @Robert-Costo budget will not withstand $50 USD.

From the link that EricLNZ mentions I get the same USD 39.99. for VMS 15 Platinum. As it leads to vegascreativesoftware.com, it should be a full download version. I did not find what what @Robert-Costo found. Maybe some of these special offers are not available for every area.

Robert, the $30 something US link at Amazon you provided is for Movie Studio 15, not the Platinum version. I'm sure you will be disappointed if I'm correct Movie Studio 15 will not burn DVD/BD. You are much better off with the Platinum version in my opinion.

No, it's not the full Platinum Version as Eagle Six has pointed out. Apart from no disc burning it is missing many features of Platinum and for the sake of a few dollars you are better off getting Platinum.

It does. You've seen the links and the prices. Now you need to decide for yourself. But choose Platinum, not the basic version.

Robert, as @vkmast states, the last link you provided ($58 US) is the recommended version 15 Platinum, but unless you are stuck on Amazon, the link I provided above is direct from Magix at $49.99 USD, and then there is the link @EricLNZ provided which may be even less for the Platinum version.
