Are you just talking about the bar that separates your media folder from your video? The size of your preview auto-scales to the window, so if you drag that bar over to the left, the video size will increase. Once you hit the horizontal max for video size, dragging the bar that separates it from your timeline downward will increase it more...

when i go to resize it nothing happend no arrows or anything like that copy and paste the imgur link it shows you what it looks like

In the View or Options > Preferences menus, does it say anything about locking the user interface that is preventing you from adjusting the panes. Have you gone through the Help > Show Me How tutorials or searched help for how to resize the user interface?

I don't see the three dots in the top left corner of each pane normally associated with the ability to undock the panes. It leads me to believe you have some setting locked. I have v11, is undocking not available in 13?

Tom, I believe you have the basic version of 13 and that you don't have the ability to re-size and rearrange the layout on your own. However, I don't have any experience with this version so am only making a wild guess.

I really don't understand what is happening with the media bin vs the viewer window, but I assume that when you add media to the bin it expands to show more images. Perhaps if you turn off showing images in the media bin, the re-sizing would stop.

Again, this is just a blind suggestion.

Has the OP tried to reset software to default settings?
As others suggest, the Simple Edit Modes of MS 13 versions do not seem to (or in this case, should not?) have the ability to resize and rearrange.
