"Overlap 2 pieces of media (video) on the Vegas timeline and then right-click in the overlapped transition area.
Select Transition/Insert other. The Plug-In Chooser - Transition window will now open.
You should see the NewBlue Transitions folder, but if you don't open the Third Party folder instead."

Upload a screenshot of the Plug-in Chooser -Transition window to your comment using the Upload File button in the bar above the comment box.

The transitions, once installed, will be on the Transitions tab. Please note they will not have "NewBlue" in the name and are intermixed with the built-in transitions. If properly installed and they really are not showing up, please clear your Vegas plugin cache:

Close Vegas, delete plugin_manager_cache.bin and svfx_plugin_cache.bin from C:\Users\{user name}\AppData\Local\Movie Studio\{version#}, then retest.

Keep in mind that the "App Data" folder is probably a "Hidden" folder so you will need to have Windows "Show Hidden Folders".
