Problems with reinstall

My computer crashed and, after many years, was not repairable. I took this as an excuse to upgrade! But now I'm having a problem installing all the software I use on a daily basis.
I installed Sony Vegas and then installed Vasst ultimates4. It did not show up in the extensions menu as it should so I uninstalled it and reinstalled it. That did not help. I sent an email off to Vasst early this morning but I am hoping that, while I wait, there might be an answer available here.
I downloaded the newest version of Vegas and used it as an install. I also downloaded the newest version of Ultimate S4 since I own a copy of still motion from the same company I downloaded the newest version of it and installed it and it does not show up in the extensions menu.
 I'm hoping it is something simple. And thank you in advance for any help!

Where did you download?
Which program and build did you install?
Sony Vegas are all old programs.
Where did you look for Ultimate S4? On the right place?

I am sorry...I've been using the program so long I still call it Sony Vegas. I downloaded the latest version of Magic Vegas 16.0 build, I think it's 361.I downloaded both ultimate S-4 and still motion from http://vasstsoftware.com/download/ this morning

The extension is empty yet they are installed

Would you have better luck looking for them in View menu Extensions as @j-v suggested?
