I am not sure about the arrangements between Dell and Magix re the provision of serial numbers but usually it is the vendor who issues the serial number at the point-of-sale and the purchaser who uses that serial number when installing and activating Vegas Pro via their MAGIX My Account.

Have you tried contacting Dell via one of their contact details on their store web site (1-888-684-1861 or using their live chat facility - or at the 'cart' stage the number given is 1-888-918-2859 or via a 'chat with an agent' link)?

I believe that a purchase via Dell requires a Dell Account. Have you checked your Dell account to see if the SN is listed there with your purchase details?
