Render As Dialog box not appearing

I have been working on a project recently (the project is just a small 1 minute video) and when i went to render my video (using render as button) the dialog box did not show up, ive tried re-installing VEGAS (Sony Vegas Pro 16) and i'm having the same problem, i have also tried hiding my taskbar and seeing if the dialog box was moved under it but it wasn't

im not sure if its something to do with my program or computer

Can you post a screenshot? Use the "Upload file" button on the bar above.

and then... is the application freezing (need to force close via task manager) ?
