Technical problems when buying/installing Vegas Pro 365.

I bought the subscription for Vegas Pro 365 around 1 month ago. The payment went through but I didn't get the download or anything. I checked all my files and even tried finding solutions to returning or cancelling the purchase/subscription. I was charged 16 dollars again today, but I still do not have the download or anything. It isn't on my PC, and I want my money back because I basically got scammed by a glitch. Please somebody help. It's charging me 16 dollars for nothing. Thanks.
