Text doesn't animate both mouseover preview presets or on video

I have small issue here, I opened an old project from MS13P into VP14 and for some reason I can't choose any animations for text no matter what and in presets doesn't animate while in MS13P I don't have that problem.

Anyone have any idea?

Thanks. Didn't think I would need to install higher version of .NET and I sure didn't need to do that in ages.
