I don't know what that plugin is, but you don't need a plug in to lower volume. Vegas has built in tools, specifically the Volume Envelopes that will allow you to do this.

I use the volume envelope feature extensively.. not to mention automation in general. Unfortunately Vegas cannot nativity side-chain compressors and such... dispute forks requesting the feature since the (audio-only) Vegas was initially published in 1999. There are third-party plug-ins and scripts avaibble though, Drawing the envelopes manually is usually the most accurate and best sounding.
