I can't get the toolbar at the bottom to show, I have Movie Studio 16

Your quickest way to see the bottom Toolbar may be to press Power User Mode, when it becomes available.

Some of the online Help (F1) files seem to be in progress, e.g. General Preferences regarding Welcome Screen.

ATM it seems you need to press Project > New to get Welcome Screen back. And learn how to reset just in case.
