Hi J-V I know to do that, but I want to be able to move the preview window anywhere on the screen like I can in Vegas 14. Need to unpin it from the timeline

"To undock a window, click the and drag the window tab out of the docking area or floating dock." The whole online (F1) Help article : "Window Docking Area and Floating Window Docks". (As j-v showed.)

Hello. Trying to follow help article on undocking windows in MS16 but under preferences, there is no "display" tab. What do I need to do to get that tab up and functional?

You need the Platinum version.
