Generally, "You can upgrade at a reduced price with a previous version or other authorized product. Please have your login details or serial number ready." (One upgrade per serial number.) AFAIK that applies to VP 13 as well. You'll see if/when your serial number is accepted in the "Upgrade Now" process.
