You are able to upgrade when you can provide the serial of 15 at the buy.

As @j-v advises. If you select a purchase option "Upgrade" here, you should see "Information regarding the upgrade" (in blue). Click that and you see "You can upgrade at a reduced price with a previous version or other authorized product. Please have your login details or serial number ready."

It´s proved : I was able to jump from the version 15 to version 17 by a purchasing "Vegas Pro Upgrade" !
