Just bought this and installed yester to replace v15. Won't import .ts broadcast recordings (UK). It just hangs. There is no issue with doing this in v15. It's the same with HD (avc) files or mpeg2. Some .mp4 files will open. Very disappointing.
Can you try holding CTRL + SHIFT and then double click on V17 to open it to reset the settings to default?
Also, I'd try deleting any of the tiny temporary files that V15 created when the files were in use.

Is there any update on this problem? I managed to get around it but that requires having the files from a previous installation from where it was allowed to activate, back then.
There are so many files it doesn't like, I'm struggling to work out what it does like. When I open 'add media', thumbnails for all the files it won't open appear in the window but none will actually open. Just 'unknown error'. So, it recognises the files but can't do any more than that.

If the audio in the ts files is Dolby digital there's a current problem with that codec not being able to be activated right now due to licensing. That is most likely the cause. Can you transcode the file to another format like avc/aac or mpeg2/uncompressed wave and then import to vegas?
What is happening if you rename the .ts into MPG or MP4?
It still wouldn't open it. I'm surprised it shows the thumbnails but I suppose that's Windows and not Vegas, But it seems to suggest the files are ok.
It would be helpful to provide a MediaInfo readout of the file in question. Files with a .ts extension can wrap a few different formats. To better understand what path in the decision tree if failing, knowing the exact format info would be required.
