VMS11 - How to reposition a JPEG

I am stumped as to how to reposition a JPEG image once it has been added to a track. Whenever any bitmap image is inserted into a track, be it a JPEG/GIF/BMP/PSD, the image is always center justified within the Preview Window. It is impossible to reposition the image from this default center justified position. IOW, imagine a 1920x1080 video. I insert a JPEG which is 1920w x 590h. When the image is added to the track, the top left corner of the JPEG image is not at the top left corner of the preview window. Instead, it is positioned 1/3 down from the top left corner.

The Event Pan/Crop window doesn't provide any way for me to reposition the JPEG.

I want the inserted JPEG to appear at the top of the video, not 1/3 the way down.

You reposition your image with Track Motion, not Event Pan/Crop.

Hovering the mouse over the button gives only the text "Track Motion..." in VMSP 11, but read more in online Help (F1) / Index > Track Motion.

In pan/crop press right button on the field, select match output aspect ratio, then position viewport as you wish - it will be possible to connect upper corners to image corners and keep lower ones in "thin air".

Track motion button is in track control box, in left part of timeline. Also you can access track motion through right button menu on track

RCing on an event I get the pan/crop option, but the above is in which Pro/MS version/build?
