I have purchase new license for Vegas Post 20 where vegas stream is included last year,
Now there is no vegas stream in vegas post 21.

What happen to it?
Will there be no updated version for it?

Our contract with NewBlue for distribution of VEGAS Stream has ended. We will not be distributing any new version of this application for VP 21.
VEGAS Stream was based on VividCast. NewBlue stopped VividCast a couple years ago and that functionality has been moved into TitlerLive which is now called Captivate as it is much more than a "Titler" at this point. Basically, Captivate is TitlerLive + VividCast all in a single application.
All of my recent tutorials have been captured with TitlerLive/Captivate - the thing I really like about it is that it will capture each stream (screen, camera(s), even titles) separately and then load them all onto my VEGAS Pro timeline with everything in sync. I've never gotten that with any other capture app.
Side note: I have Vividcast and it was mentioned on NBFX website that a new version will be released and those with Vividcast will be able to update to it. Never got any notice...
