Working with duplicated tracks in Vegas Pro 17

I am trying to apply a Video FX - Black and White to a duplicated track, not affecting the original track. I apply the Black and White Video FX using the fx icon on the duplicated track. Nothing happens, the video is still in color. I have no idea how to get this to work, any ideas would be greatly appreciated.

Is the new track on top? Original track muted?

As Kinvermark says, drag the new track with FX above the original track. In case you already have it there, check if the split-screen view button is on (blue). Turn that off.
